P.N. Miliukov about Russia's foreign policy in the Balkans in 1917

The article discusses the views of the Minister of Foreign Affairs P.N. Miliukov on the Russian policy in the Balkans in the 1917-s. Being a head of the Russian Foreign Ministry in March-April of 1917, P.N. Miliukov was trying to resolve the question of the straits of Bosporus and Dardanellesa and persuade Bulgaria to conclude a separate peace with the Allies. The authors also analyse P. Miliukov's opinion on the Macedonian question and his contacts in this context with the Serbian and Bulgarian leaders.
