Supporting exports of enterprises in Volgograd region under the conditions of limitations

The article analyses the structure of exports of Volgograd region and suggests measures for supporting exporters under the condition of the arisen limitations. Export is a difficult economic process which is also complicated by the limitations which have appeared recently (sanctions, COVID-19 pandemics). Volgograd region is an old industrial region with developed economy where large exporting enterprises are located. The export basis of the region is presented by three or four significant commodities: energy, metals, chemical production and some others but at the same time the leading foreign trade partners are the developed European countries. The measures of supporting exporters under the conditions of limitations can be presented by two types: urgent stabilizing measures aimed at preventing and minimizing consequences from the corona virus and systemic measures (provision of macroeconomic stability, sustainability of financial markets and payment systems, support of real sector of economy). While supporting the exports it is important to focus on various stages of the exporting activity. At the preliminary stage it is important to select ideas for perspective export projects. At the main production stage it is important to select specific export projects and search for funds for their implementation. At the final stage it is reasonable to accompany export produce by means of organizational measures. The support of exports should be carried out on the basis of mobilizing diversification. It does not change the existing economic specialization but leverages the available competitive advantages. The innovative diversification should become the strategic aim of developing the exporting activity in the region.
