Preparatory process of sports managers as a new vector of sporting events organization development

To analyze the practical experience of local governments to manage the physical culture and sports, give suggestions for improvement of management practices on the example of the city of Kazan. To implement the objectives of the study need to solve the following problems: 1) study the organizational and legal bases of management of physical culture and sports in the Russian Federation and the Republic of Tatarstan; 2) review the functions, principles and methods used in the management of physical culture and sports at the municipal level; 3) to study the functions and powers of local governments in the sphere of physical culture and sports in the Republic of Tatarstan; 4) to characterize the level of development of mass physical culture and sports in the city of Kazan.
