Approach to managing joint projects of a high-tech enterprise with subjects of a quasi-integrated industrial region

The article presents an approach to managing joint projects of a high-tech enterprise with subjects of industrial quasi-integrated union. Within the framework of the presented approach, the system of relationships between the enterprise and external project participants, and the ability to manage this system are the basis for the effectiveness, quality and speed of the project implementation. In the context of the synergetic approach to management, the article proposed to use the parameters of the integrality of the system of relationships at the stage of its formation and development in order to increase the effectiveness of project management. To achieve this goal, a tool for evaluating and processing information on integrity parameters has been developed. Data processing about the status of the system of relationships is made by using the cognitive model and expert software. The article presents the results of approbation of the developed approach by the example of a group of specific joint projects implemented within the framework of industrial clusters with the participation of central main high-tech industrial enterprises.
