Approaches and principles for scenarios of spatial ecological and economic development of the Russian arctic regions

Currently, increased attention is being paid to the spatial development of Russia and the Arctic in the context of its extension and environmental restrictions. The need to ensure the efficient use of the spatial factor for the balanced development of the territory is growing. Therefore, the need to improve the theoretical and methodological foundations of developing scenarios of spatial environmental and economic development of the Arctic regions of Russia arises. The author's approach includes theoretical foundations for spatial development scenarios that take into account the specifics of the Arctic, methodological principles for developing scenarios, a set of socio-economic factors that represent incentives and barriers to Arctic spatial development. Based on a critical analysis of the strategic documents of the socio-economic development of the subjects of the Russian Arctic, the substantive elements of the characteristics of the Arctic space were determined. There are self-determination of Russian Arctic regions in the Arctic, the forms of regional space organization, the direction of the spatial development of the Arctic regions, factors that stimulate and limit the development of space. The results can be used as recommendations for strategic and forecast documents of the regional development of the Arctic and in the formation of scenarios of its spatial development.
