Approaches to assessing the contribution of migrant workers to the economy of the host country

The article is devoted to the development of a methodology for assessing the socio-economic potential of the human capital of the diaspora of labor migrants, and the economic contribution of labor migration in the host country, which was developed under Russian Foundation for Basic Research grant № 20-511-05007 "Socio-economic potential of the Armenian Diaspora in the context of integration processes in the EAEU" on the example of the Armenian Diaspora in Russia. The review of approaches to the study of migration processes within the framework of the theory of human capital, as well as available methods for assessing the economic contribution of labor migrants to the economy of their host countries. The concepts of the diaspora's human capital and socio-economic potential are given. Methodological approaches to assessing the socio-economic potential of migrants' human capital in the host country include two groups of components: quantitative assessments consisting of statistical indicators including socio-economic characteristics of migrants, as well as qualitative ones reflecting their value and motivational attitudes. The methods of obtaining information about these characteristics, as well as their features, are described. Methodological approaches to assessing the contribution of labor migrants to the socio-economic development of the region are defined. A methodology has been developed for assessing the economic contribution of labor migration in the host country, including measuring the contribution of migrants to the production of gross domestic product, the production of goods and services in the host country, revenues to federal and regional budgets in the form of taxes and fees, expanding the capacity of the consumer market by the amount of funds spent by labor migrants in the host country, general assessment of tension in the labor market, assessment of the structure of employment and unemployment of migrant workers, assessment of their impact on the level of wages of the local population, as well as assessing the impact of international migration on the scale of attracting international labor migrants.
