The importance of the development of clusters as a factor contributing to increased competitiveness and sustainability of the development of territories is substantiated. Cluster policy is implemented in the form of programs to improve the macroeconomic and structural environmental conditions of cluster development, as well as financial and technical support programs for the development of a specialized cluster organization. The effectiveness of the implementation of cluster development programs is evaluated by measuring the results of coordination and the strength of various types of relationships between firms and the implementation of private and public events, using qualitative and quantitative indicators.
