The approaches of implementation and the instruments of industrial policy in foreign countries: possibility to transfer the experience

The subject of the study is the possibility of application of industrial policy approaches and tools in Russia, including conditions and factors of such application. There has been a reversal towards a purposeful industrial policy in the advanced economies in recent years. Taking into account the growing role of industrial policy in the Russian Federation, it is useful to consider the experience of foreign countries in the application ofpolicy methods. The study describes the key mechanisms and methods of industrial policy in Asian countries (Japan, China), the European Union, and the United States. The research methodology is a comparative description, with the identification of the most successful and most frequently used tools. It was noted that Asian countries demonstrated different approaches to the implementation of industrial policy, but generally based on political issues and global market approach. Among the specific tools for implementing the EU industrial policy, state guarantees, export credit insurance, and changes in taxation conditions have been discussed. Among the instruments of state support for production in the United States, emphasis was placed on subsidizing the development of new technologies. Further on, the key properties and applicability factors were determined. It was found that the most appropriate for reproduction in the Russian conditions are measures related to the modernization or deployment of industrial enterprises, active lending to the development of production and export supplies, as well as the provision of guarantees in the foreign economic sphere. The results of the research can be used in the implementation of industrial policy measures in the Russian Federation.
