The history of the Finnish communist party underground network, which operated in Finland from 1923 to 1928, is studied. The present research reveals the principles on which this network functioned and evolved. Unfortunately, the covert network was successful only temporary. It started facing earnest problems in the middle of the 1920s. The biggest obstacle was the unwillingness of the Finnish workers to join organizations headed by the communists. Moreover, the communist propaganda became less authoritative and, therefore, did not govern the Finnish population as much as it did before. One secret agent-provocateur of the Finnish police revealed the names of all communist conspirators known to him. This led to a collapse of the secret network of the Finnish communist party.
