Indicators of efficiency of industrial and economic activities of а corrective institution as a criterion for assessing economic security of the penitentiary system (on the example of the Vladimir region)

The penitentiary system is currently a promising production site with the capacity and manpower to manufacture a wide range of products. The annual production of goods, works and services by correctional institutions in Russia is more than 30 billion rubles. At the same time, the potential of the penal system both in the field of its own production and in the field of partnership with the business community is far from being fully realized. The integration of correctional institutions into the economic system of modern Russia is complicated by the fact that the development of the economy of the production complex of the penitentiary system proceeds extensively, which is largely due to the very specifics of labor activity in conditions of imprisonment. The special procedure for the functioning of the industrial sphere of the penal system necessitates the development of appropriate requirements for the economic safety of production facilities. The development of relevant, representative and objective criteria and indicators of economic security should become the basis for building a modern economic policy of the penitentiary department, ensuring an increase in employment and a gradual transition from extensive to intensive economic growth. This article examines the existing system of assessment indicators characterizing the economic state and dynamics of the development of the production complex of correctional institutions, an assessment of their relevance from the standpoint of economic security is given.
