The problem of Russian reforms in the light of relations between people and power in the 19th century has been represented in this work. The traveling locus of policies of Alexander I, Nikolas I and Alexander II has been described with the help of schematic analysis. The basic aim is to prove that the essence of Russian reforms can be expressed by the thesis "evolution against revolution". This viewpoint on the problem is unique in the way that the country's reform is especially urgent nowadays due to the difficulty of development of democratic state.
