Political will and purposeful management decisions as the basis for the technological development of the north of Russia

The modern development of the Russian Federation is influenced by a number of negative external factors, among them the spread of coronavirus infection (COVID-19), the intensification of Western economic sanctions, the negative consequences of the world socioeconomic crisis. In the current circumstances, it is important for the country to establish internal management mechanisms capable of offsetting the negative impact of the external crisis. One of the key directions of the country's development is the formation of the scientific and technical potential of the North of Russia. The paper analyzes the main aspects of the technological development of the northern territories of the Russian Federation. Taking into account the influence of a number of negative external factors, the paper considers conditions for the successful political and management development of the scientific and technological sphere in this region: the presence of political will and competitive purposeful management decisions aimed at its full implementation. The scientific novelty of the study lies in the analysis and assessment of the key political conditions for the technological and scientific development of the North of Russia, as well as prospects and ways of its improvement. Using discourse analysis and document analysis, the main aspects and conditions of the technological development of the northern regions of the country are described. The ways of forming the necessary political and management conditions have been investigated within the framework of the system and process approaches. The legal mechanisms for the implementation of political will in the country have been identified on the basis of the political and regulatory approach. The proposals considered by the authors can become significant management dominants in the sphere of the advanced technological and scientific development of the North of Russia.
