Political factors of improving Russia's military organization in modern conditions

The article states that the key issue to improve the military organization of Russia in modern warfare is an aggregation between the government bodies and the agencies responsible for the state, military and public security. It highlights the increasing importance of a scientific substantiation of the national defense policy and the role of the expert community, which is obliged to provide a strategic forecasting and military construction planning. The modern military development in the Russian Federation is to switch from the reactive into the institutional and functional model, when the military organization does not react after the event’ but has an ability to prevent negative scenarios. The systematic study of Russia’s military organization under the view given in the article, in fact, puts the problem into the interdisciplinary level in order to study the competitiveness of societies and requires a number of serious studies. The article concludes that under conditions of globalization and the changing nature of wars, military organization of a state turns into a social military organization (including state, public and private structures solving security-related tasks). Its essence is perceived as broadly as possible and defined as structural daily living activities of a state with regard to perspective wars. The military-political leadership of Russia will have to take urgent steps in the economic, political, spiritual and other fields of society to reduce the level of internal contradictions, which lay down the conflict basis for external operators creating so-called controlled chaos in Russia.
