Political and economic factors harding the development of scientific and scientific and technical cooperation between the countries of the shanghai cooperation organization

The article analyzes the political and economic factors that impede the development of international scientific, scientific and technical cooperation in each country of the Shanghai Cooperation Organization. Political factors are determined by internal innovation policy and the presence of certain foreign policy risks. Economic factors are studied taking into account data on financing of scientific research, the level of human resources and export dynamics.
