The accession of a new state to the European Union always causes many problems. The most important issues include the relationship between national and EU laws, especially in terms of the primacy of rights, the need to change the constitution and the context of sovereignty. In addition, the new system positioning the authorities of a Member State is a significant problem. This concerns lowering the legislative power of the parliament or the independence of executive bodies in the multi-level governance system. By transferring some of the EU's competences, the real system of government of a member state is changing. The author presents these and other dilemmas related to membership in the EU on the example of the Polish state.
