The aim of the study is to trace those regularities of the social and political process that have conditioned the regulation of land ownership rights specific to Russia. In the early 90’ of the XX century, a land reform was initiated, which could only gain a foothold in the legislation in the early XXI century. This reform, the purpose of which was to introduce land turnover and private land ownership, had continuity in Soviet land policy. During the revolutionary years and immediately after the end of the Civil War in Russia, the introduction of private land ownership was impossible - the peasantry demanded its prohibition. Private property became possible in the post-Soviet period. However, social and economic relations in Russia are fundamentally different from those at the dawn of Soviet power. The experience of other states was also used. Thus, given the social, economic history, the structure of modern agriculture and the current state, it is possible to predict the development of land ownership relations in Russia.
