The policy of nationalization, municipalization and demunicipalization in the housing sector during NEP in the Penza province

The ongoing process of reforming the public utility in modern Russia objectively creates the need to study the domestic experience of solving the housing problem. Initially, the Soviet concept of the housing problem solution in the years of the New Economic Policy was the policy of absolute housing control (nationalization and municipalization), but when a number of problems appeared, the government had to start the policy of partial house transfer to the population (demunicipalization, creation of building cooperatives).
