In the article there is brief information about the peculiarities of the Russian government policy in the national outskirts of the 19th - the beginning of the 20th century. The specific character of the Title Nationality policy in the national outskirts of the Russian Empire is shown. The national outskirts included the Grand Principality of Finland, the Kingdom of Poland, the Baltic National Territories, the Turkestan General Government, Caucasian and Siberian national - territorial subdivisions.
