The policy of the Russian Federation on the development of the scientific potential of higher education: a system-dynamic approach

The article observes the current policy of Russian Federation in the sphere of science and technology, especially in case of high school organizations. The authors underline, from one hand, particular actuality of this theme and, from the other hand, insufficient level of its knowledge in the Russian political science. The authors identify the key problems associated with the current approach to public scientific and technical policy in Russia: the narrow circle of experts involved in the policy-making process, as well as the high risks of conflicts of interests and imperfect methods of cooperation with experts. The authors substantiate the applicability of the system-dynamic approach, and reveals the content of each component of the public policy - spatial, temporal, and technological. The first component includes the subject area of the policy, the system of its goals, objectives, and priorities, as well as its institutional basis. As a part of the temporal component of public policy, the author also substantiates the category of policy life circle, which covers such main stages of public policy as its elaboration, implementation, and evaluation of its results. The technological component of the policy for developing the scientific potential of high school involves the forms and methods of interaction between government and society, as well as methods of assessing scientific potential at all stages of its life circle.
