The political and administrative elite of modern Russia: problems of transformation

The article is devoted to the analysis of the reasons for the necessity of the cardinal change of the contemporary Russian political and administrative elite. The author indicates four main reasons for such a change. The change of elites has special interpretation in different political systems. It is important to pay attention to the fact that not only the ruling elite is important, but the counter-elite and the anti-elite are important too. The counter-elite of the system plays important role in the states with the developing democracy. The author concludes his theoretical thoughts by putting the questions that need the additional answer and analysis.
