The article considers parliamentarism in the light of criticism of its basic principles of discussion and publicity, combining the foundations of liberalism and democracy. The historical emergence of the parliament does not provide it with sufficient legitimacy. The unit of parliament with the idea of popular representation causes criticism from such an opponent of parliamentarism as K. Schmitt, who signs the inorganic nature of such a union. The article justifies the unilateralism of the criticism and proves that the nature of political reality presupposes political representation. A representative form of democracy links struggling political entities into a single space of parliamentary communication.
