Local administration civil servants powers and activities in the late XIX - early XX century and its impact on the central government system

The paper deals with the activities of officials of the local administration in the late XIX - early XX century. The aim of the work is to study the powers of employees of the Yenisei Province from 1822 to 1917 and their business interaction with the central authorities. The objectives of research are aimed at detailing the activities of the local administration. The object of study is the administrative-territorial administration of Siberia in the late XIX - early XX century. In the course of the study, problem-chronological, comparative-historical conditionally documentary methods, as well as methods of related sciences were used: structural, selective, quantitative, statistical. The dialectical understanding of the process of historical development, the principle of historicism, the principle of objectivism made it possible to consider the issues of the size and composition of the Yenisei provincial administration in specific historical conditions and connections in dynamics, with the identification of development trends without ideological bias. The authors highlights the positive aspects of the regional governance reform for representatives of various structures at the government level, in particular the structure of the Ministry of Internal Affairs, in order to maintain a dominant position in the implementation of regional policy. Based on the analysis of archival materials, it is concluded that the transformations contributed to the strengthening of the power of the governor, and the merger of institutions helped to reduce the work in office work. As for the problem of the shortage of qualified personnel in Siberia as a whole and the Yenisei Province in particular, it was solved by granting official privileges to visiting employees.
