Powers of state authorities under the conditions of the high aleavance mode: problems of theory and practice

The article deals with the powers of public authorities in conditions of high alert. The mode of high readiness is revealed, which implies the degree of readiness of the authorities and forces of a single system to eliminate the threat of an emergency, special management bodies and forces of the unified state system for the prevention and elimination of emergencies are formed. It is concluded that the legally fixed terms "quarantine" and "emergency" have different legal meanings. It is argued that the legislation allows qualifying quarantine and emergencies as force majeure. The legislation regulating the features of public administration in the conditions of high alert mode is analyzed.
