Responsibility of local authorities in the sphere of education

According to the current legislation (first of all, we are talking about the current Federal Law "On Education" in 1996 with subsequent amendments) educational institutions in the Russian Federation may be state, municipal and non-state in their organizational and legal forms. The activities of municipal educational institutions are governed by model regulations on educational institutions of the respective types and types approved by the Government of the Russian Federation1 and the charters of these educational institutions developed on their basis. In accordance with these acts, local governments enjoy the right to be founders of educational institutions. The founder establishes the procedure for admission to educational institutions at the level of primary general, basic general, secondary (full) general and primary general, basic general, secondary (full) general and primary education, ensuring enrollment of all citizens who live in this territory and are eligible for receiving education of the appropriate level2.
