Land authorities: changes after March 1, 2015 (by case study of Kaliningrad region)

The area of Kaliningrad region is 1,512,5 thousand hectares, a considerable amount of the land (over 60 %) is in state and municipal ownership. During 2014-2015 the legislature has enacted a number of Federal laws that have brought fundamental changes in the land laws, mostly regarding the turnover of public lands, i.e., the lands in the state or municipal property. The analysis of how this affected the legal relations in the context of state and municipal property management by case study of Kaliningrad region is the subject of this article.
