The concept of civilian control in the system of information security

The article focuses on the neo-institutional approach to the definition of civilian control in the security system in general and information security in particular. According to this approach, the civilian control is a means of the public organizations and citizens’ pressure on the authorities, while saving the leading role of the government, which excludes the partnership relations. Thus, the author suggests socio-communicative approach to reveal the civilian control essence, which allows investigating the impact of the community on public authorities by means of regulatory and cultural changes. This approach should be studied further and applied to the issue under consideration.
