Concept and legal nature of technical conditions for connecting to engineering support networks

The author considers the pre-contractual relations of the parties to the technological connection agreement to provide the interested party with the technical conditions for connecting to the networks of engineering and technical support. The points of view on the concept and legal nature of technical conditions, available in the legal literature and legal doctrine, are given and it is noted that they have common features with unilaterally authorizing transactions, as well as the fact that such conditions have inherent public principles that bring them closer to the category of public contract. Based on the analysis, it concludes that the issuance of technical conditions for connection is a public one-way transaction and offers its own definition of such a document.
