Concept and essence of the contract system

The expert and professional community has come to the conclusion that it is possible to improve the efficiency of state (municipal) expenditures by changing the organizational model of state (municipal) procurement, improving procedures and tools for managing budget expenditures. The transition to the contract system is connected with the state's desire to solve these long-overdue problems. On January 1, 2014, the Federal law of April 5, 2013 came into force in our country. No. 44-FZ "On contract system in procurement of goods, works, services for state and municipal needs", with the exception of certain provisions, and loses the force of the Federal law of July 21, 2005 №94-FZ "About placing of orders for deliveries of goods, performance of works, rendering of services for state and municipal needs". The entry into force Of the law on the contract system does not just mean updating legislation in the field of state and municipal procurement. The new law is based on a fundamentally different concept.
