Notion and types of the civil relations legal regulators, and the place of universally acknowledged international legal principles and norms among them

The article is devoted to the civil legal regulators research. The civil relations are regulated by the normative legal regulators and individual legal regulators. The normative legal regulators are the legal norms. Civil relations are regulated by the civil law norms, by the universally acknowledged international law norms included into the Russian Federation legal system, and by the norms of the foreign private law (through the conflict rules). In connection with that it is explained that the sources of the legal regulators of the civil relations can be the sources of the international law and the sources of the Russian civil law, as well as the sources of the civil law of other countries. It is mentioned that the universally acknowledged principles and norms of the international law cannot be fully guided exceptionally by the international private law, because Article 7 of the Russian Federation Civil Code allows for the regulation of the domestic relations by the norms of the international law, including the relations that do not include any foreign element. It is proved that both the international law and a foreign law can be in force in the Russian Federation jurisdiction sphere and on the territory of the Russian Federation. The legal norms that function at the territory of the state make up a system of the normative legal regulators of the relations in society. Civil relations can be regulated by legal regulators referring to different legal systems, and consequently – belonging to different positive law. A conclusion is made that each of the legal regulators of the civil relations is individual and independent of the others. The universally acknowledged principles and norms should not be treated as a part of the national legal system (or the law), but as a part of the legal regulators' system functioning in the state.
