This article examines the concepts and main features inherent in state and municipal loans as, unfortunately, still necessary financial instruments of the domestic budget process. The novelties and problems that have arisen in the current 2020 in the field of municipal lending are especially highlighted. In the article, the author analyzes the regulatory legal acts, the positions of scientists and practicing lawyers.
