Concepts and methods for determining the levels of observability and controllability of electrical networks

Classical concepts of observability and controllability in control theory require their adaptation for use in the field of power supply. The need to formulate the concepts of observability and controllability of electrical networks is caused by the need for a practical determination of their levels. The work was carried out to formulate, based on the existing in control theory and in the electric power industry, the concepts of observability and controllability and it was proposed to understand the observability of electrical networks as a set of conditions that ensure the receipt of information about the values of current parameters of the mode and configuration of the electrical network, and the controllability of the electrical network as the ability to change the configuration and parameters of the operating mode of the electrical network using manual, automatic, remote effects on the configuration management equipment installed in the network. Methods for determining the levels of observability and controllability of electrical networks have been developed and these concepts have been formulated for practical use. The level of observability of an electrical network is a relative value showing the ratio of the amount of practically obtained data on the values of the current parameters of the mode and configuration of an electrical network to the specified theoretically possible amount of data on the values of the current parameters of the mode and configuration of this electrical network, and the level of controllability of an electrical network is a relative value showing the ratio of the amount of practically installed and ready-to-use (manual, automatic, remote) equipment for managing its configuration in the electrical network to the specified theoretically possible amount of equipment for managing the configuration of this electrical network.
