The consequences of demographic ageing and the resource potential of the population of the "third" age

The problem of population ageing has long passed from demographic plane to the socio-economic one. According to the reports of the United Nations experts, it is a global scale problem and has a direct impact on sustainable development of the planet. «Ageing» states are forced to change the already developed socio-economic policy, taking into account potential effects of demographic ageing. In response to the decreased reproductivity, the ageing process is irreversible, allowing one with a high degree of confidence to predict and assess the consequences in the short-to-medium term. At the same time while developing different reforms and adjustments of current socio-economic policy it is important to consider the fact that ensuring economic growth and proper well-being of «ageing» states are the effective way of implementation of the resource potential of the older generation. Thus, the aim of this article was to evaluate the effects of changes in the age structure of the population, and factors and features of the resource potential of older persons using the example of the Vologda oblast. To achieve the above-mentioned goals the following tasks were set and solved: a conceptual rationale of ageing population was given and the basic reasons and factors of their formation were defined; the forecast of changes in the age structure of the population of the Vologda oblast was presented as well as the peculiarities of the process of demographic ageing in urban and rural areas; the specific features of labor activity of elderly people as the main factor of realization of the resource potential of the socio-demographic group in territorial aspect (according to a sociological survey) were examined. The research made it possible to develop a factor model of decision-making about working after retirement and a three-state model of factors and agents of the secondary socialization of the elderly. It is concluded that to mitigate the negative effects of population ageing it is necessary to create a reasonable and detailed system realization of the resource potential of the older generation, which would take into account all institutional, infrastructural and demographic features of the territory.
