Standing commissions of local councils in the 1980s: historical and legal aspect

The article examines the specifics of legislative regulation of the institution of standing deputy commissions of local Councils of People's Deputies in the Soviet state in the 1980s (using the RSFSR as an example). This chronological framework is due to the fact that it was during this period that this institution was most fully regulated; in addition, by the end of this period, local Councils had already lost their significance; in 1991, as is well known, the USSR collapsed. The relevant legislative acts are analyzed, the status of standing commissions and the procedure for their formation are revealed. The powers of the permanent deputy commissions of local Councils were quite extensive, in particular, on a number of issues their decisions were mandatory. In post-Soviet Russia, the federal legislator in the basic laws on local self-government (primarily in the Federal Law "On the General Principles of Organizing Local Self-Government in the Russian Federation") does not pay attention to this institution, which seems erroneous, since effective permanent deputy commissions can significantly increase the efficiency of local self-government.
