The potential of organizations in the tourism sector and barriers to entering the market of public services in the context of social order

The tourism sector is included in the list of activities financed by the state social order. At the same time, the number of regions participating in the approbation of mechanisms for organizing the provision of public (municipal) services, adopted by the Federal Law of 13.07.2020 № 189-FZ “On the state (municipal) social order for the provision of public (municipal) services in the social sphere” is increasing every year. One of the key tasks to be solved when planning efficiency indicators of measures to implement the state (municipal) social order is to assess the competitiveness of non-state organizations and to understand how many of them will potentially be able to enter the market of approbated services. This article considers one of the possible options for assessing the potential of non-governmental organizations on the example of services to create favorable conditions for the development of the tourism industry in the subjects of the Russian Federation. As the main selection criteria, the indicators of accounting (financial) statements are used, and additionally, with the use of the sociological research, the presence in the region of administrative, economic and other barriers that arise for organizations when entering the market of the approbated service is taken into account.
