The potential of attracting non-governmental organizations to perform public services in the field of tourism within the framework of the public social order

Оne of the urgent directions of improving the quality of public services in the social sphere is the approbation of the mechanism of social ordering, regulated by Federal Law No. 189-FZ of 13.07.2020. This study is devoted to issues related to the approbation of the mechanism of the state public order in the direction of «creating favourable conditions for the development of the tourism industry in the subjects of the Russian Federation». Thus, the author noted the existence of problems of regulation of the content of regional public services corresponding to the direction from the point of view of determining their performers. Based on the analysis of the regional tourist markets of the subjects of the Russian Federation testing this service, the number of non-governmental organizations (including non-profit ones) forming their own tourist product has been determined. A criterion for the selection of non-governmental organizations based on the main indicators of accounting (financial) statements has been formed. Based on the criteria formed, a quantitative assessment of the potential of attracting non-governmental organizations to perform public services in two subjects of the Russian Federation: the Vologda Oblast and the Republic of Adygea was carried out. It is concluded that there are both problematic areas of testing of social order in the analysed area of services associated with a low share of non-profit organizations in regional tourist markets, and development vectors in terms of the existence of the possibility of regional authorities working with a pool of organizations with the potential to be included in the Unified federal register of tourist operators.
