Work is devoted to resolution the problem of water deficit in steppe cross-border subregion of the Russian Federation. Technogenic agrarian environmental management uses water resources not effectively and wasteful. The year water balance loses on a drain, physical evaporation and sublimation on arable land from summer grain more than 55-60% of all water. Biological cluster-synergy moisture saving agroenvironmental management with forest hydromelioration has big hydrological effect. It can give on receipt the additional grain 120-180 mm to basic 170-220 mm that will allow to raise average productivity by 12-18 c/hectare.
