Behavioral characteristics of Russian government employees and their impact on the effectiveness of public administration

The article presents definition of the 'government employee' concept. The authors review bureaucracy conceptions and types, consider such behavioral characteristics of government employees as: conformity to plan (goal-setting, monitoring, technological discipline), initiative, aim and rationality of motivation. On the basis of the social survey results the paper makes conclusions about behavioral characteristics of the Russian government employees.
