Modern medicine is on the verge of revolutionary changes that can occur due to the development of cell therapy and the use of human genetic information, which will eventually create fundamentally new opportunities for correcting the processes occurring in the body. The development of technological potential along with the aging of the population creates a new challenge-the growth of medical costs. The problem of finding a balance between improving the quality of diagnosis and treatment, which often leads to higher medical costs, and ensuring the availability of medical services to the General population, and not only to elite groups with special opportunities and high incomes, which, in turn, may require, on the contrary, the replication of less effective but cheaper therapies. All this predetermines the need to create mechanisms to optimize the use of resources of the state budget and the population in the framework of the new model of health care. The potential demand for medical services in Russia exists, but the expansion of effective demand may be limited by the unavailability of the existing health and social services system to adequately increase the supply of services. When introducing new technologies and methods of treatment, it is necessary to develop criteria for economic efficiency. At the moment, in the Russian Federation, the problem of underfunding of health care to some extent can be solved by attracting additional resources of households through the mechanism of reverse mortgages and increasing the participation of citizens in the VHI system.
