Increasing the efficiency of public debt management of the constituent entities of the Russian Federation as a factor in the development of the regional economy (based on materials from the Southern federal district)

The article analyzes the dynamics, composition and structure of public debt of the subjects of the Southern Federal District by type of obligations for the period 2021-2023, which made it possible to identify the main trends: firstly, a gradual increase in the total public debt of the subjects of the Southern Federal District, secondly, changes in structure of borrowings, in particular, the gradual replacement of relatively expensive commercial (bank) loans with cheaper budget ones, the refusal to finance government debt through the issue of government securities of the regions. The authors substantiate the main directions for increasing the efficiency of public debt management of the constituent entities of the Southern Federal District. The results of the study can be used by government bodies of the constituent entities of the Russian Federation in developing the main directions of socio-economic development of regions and organizing the budget process. The predicted effect as a result of the implementation of the organizational, economic, administrative and legal proposals substantiated by the authors is to reduce the budget expenditures of the regions of the Russian Federation associated with servicing the public debt.
