The article presents a study of improving the efficiency of human resource management through the developing leadership qualities of the head of the educational organization. The authors substantiated the necessity of manager’s leadership qualities development to enhance the efficiency of managing the teaching staff. Authors defined the meaning of the concepts “control”, “human resources management”, “efficiency”, “leader”, “leadership”. This article analyzes the results of studying the effectiveness of human resource management according to the selected efficiency criteria. The study was conducted at the Municipal budget preschool educational institution Kindergarten № 463, Chelyabinsk. The authors supposed tha the management efficiency can be increased when developing the leadership qualities. The study examined their actual level, and identified problems. The study describes the author's algorithm to increase the efficiency of human resource management through manager’s leadership qualities development. The authors developed the managerial plan to improve leadership qualities of manager.
