Modern market conditions seed crops Siberia requires the creation of a stable liquidity seed market by optimizing the varietal composition and acceleration grade change. Today, the traditional seed with state status of scientific institution does not provide the required level of commercial flexibility because of infrastructural and technological limitations. This system should be a factor contributing to the functional transition to the inevitable commercialization of breeding and seed production, promising the creation of vertically and horizontally integrated breeding and seed structures of different forms of ownership. It is noted that the structure of business entities in the "selection - seed - implementation" of the quality seeds will combine private and state property by reason of the nature of the venture breeding research and fundamentals of state regulation of agribusiness. So maybe an effective system of production and sales of high quality seeds of grain crops on the basis of non-homogeneous business structures, joint inter-intra meet existing economic relations at a fair price for each participant, which provides not only the costs of production, but also an acceptable level of profitability.
