Increasing of research and production opportunity of the region and the innovative activity of business entities is one of the priority tasks of the region's economy, which helps to increase its competitiveness. The paper identifies and analyzes the external conditions that define the business environment of the region, including socio-economic, environmental, scientific, technical, institutional and organizational, legal, political, cultural and geographical terms. It defines and groups resources for the development of research and production potential of the region. In case of the Ryazan region, scientific and industrial potential is analyzed, key issues, leading to a decrease of innovation activity of the enterprises of the region are found out. The main directions of research and industrial opportunities of the region are offered.
