Practices of using the modern methodology of estimation of effectiveness of organs activities local self-government in the Rostov region

The article examines the features of the modern methodology for assessing the effectiveness of local government bodies, explored the regulatory framework that regulates the application of this methodology to identify the effectiveness of local authorities. The author comes to the conclusion that the development and adoption of these normative and legal acts determines not only the quantitative measurement of the activities of local authorities, but also qualitative, which means that the population is able to evaluate the activities of the authorities according to various criteria. Based on the research conducted in the Rostov region, the sociological understanding of the functioning of local authorities by the population is presented. The author comes to the conclusion that, unlike the regional authorities, residents of municipalities give an ambiguous assessment of the activities of local government bodies, which indicates a mutual lack of understanding and distrust of the population towards local authorities.
