The article deals with the legal regulation of "exceptional situation" in pre-revolutionary Russia and the legal regulation of public relations in the state of emergency. The author considers in detail "Regulation on Measures of Public Order and Public Safety Protection" adopted on August 14, 1881, after the assassination of Alexander II by the socialist revolutionaries. The procedure of announcing a territory to get a reinforced or emergency security status is described.
