The article is devoted to the problem of formation and protection of regional interests by the party-and-state nomenclature of the RSFSR regions during the second half of the 1960s - the first half of 1980s. The author identifies and describes the practices of impact on the branch offices of the Central Committee of the Communist Party of the Soviet Union (CPSU), the Union government, the USSR State Planning Committee, and the industrial departments. The article presents the basic mechanisms of the relationship between the first secretaries of regional committees of the CPSU and the leaders of ministries and agencies. It identifies the algorithm for preparing and implementing management decisions on the social and economic development of the territories. Based on federal archives, the author determines the attitude of the staff of the Central Committee of the CPSU, the Council of Ministers of the USSR and the RSFSR to specific regional initiatives. One may conclude about the current conflict between the prevailing Union government practice of territorial and sectoral planning and the subjective needs of the regional leaders to change the established guidelines for local development.
