Russian citizens had a wide range of rights and responsibilities. The rights of each person end where the rights of the other begin. Everyone may exercise and exercise their rights as long as they do not encroach on the rights of another citizen. The protection of the rights of a person and a citizen is the main goal and task of the Russian Federation as a legal state. The purpose of the study is to identify and analyze the aspects necessary for the realization by Russian citizens of their rights. The article analysed the additional qualities and characteristics of a citizen necessary for the practical realization of their rights. The authors conclude that a Russian citizen from birth has the right to own and exercise his rights, but in order to realize some rights he must fit the criteria set forth in the legislation.
