Improvement of the certainty of the administrative legal relations in the area of health protection of citizens from effects of exposure to environmental tobacco smoke and consequences of tobacco consumption

The article is presented the necessity to increase in the degree of certainty of the administrative-legal relations in the area of health protection of citizens from effects of exposure to environmental tobacco smoke and consequences of tobacco consumption. Thus, in detail, the variety of opinions regarding the conception of the administrative-legal relations is analyzed. In order to avoid gaps and conflicts of laws in the normative regulation, the conclusion is done about the necessity and importance of improvement of the certainty of the administrative-legal regulation in this area.
