The international law legal quality in terms of the law theory as the interests’ coordination norms

The article presents the author’s view on the international law legal quality in terms of the law theory as the interests’ coordination norms. The author assesses the international law norms as the norms of differentiation and coordination of state interest areas. He analyzes what is the driving principle of international law: whether it is the individual states sovereignty or the international communication. The author believes that any attempts to assign a monopoly value to one or the other of these two principles are actually condemned to failure. It seems scientifically incorrect to reduce the international law entire essence to the communication idea, to see in this idea a predestination of fatal necessity for individual states, to be in the circle of international communication. There is no logical need to consider that a state outside of international communication is not conceivable.
