Legal regulation of restrictions of the rights of citizens stirs sharp debate both in theoretical and practical environment. This article presents a brief analysis of the limitations of citizens ‘ rights by bodies of state power in different historical periods. Considered the restrictive measures of various special legal regimes in the end of XIX - beginning of XXI century. The author comes to the conclusion that the main problem of the mechanism of restriction of citizens‘ rights is the lack of strict regulation of the procedure for application of restrictive measures.
