Law-making as a form of legal activity

The concept “law-making” is not new to legal science. Nevertheless, many issues related to law-making remain controversial to this day. In modern legal science, we use such concepts as “law-making”, “legislative drafting”, “rulemaking”, etc., which, when superficially interpreted, seem to be the same. Withal, under deep examination, their content is still different. However, they reflect the content of activities related to the formation of legal norms. All this necessitates the development of a unified approach to understanding law-making as the main form of legal activity.
